Rate table v[version], effective [date], approved under two-person review by [first reviewer] (FCA) and [second reviewer]. Rates are as published by FBR for the tax year; this pack does not state that any rate applies to the payment.4. Statement of method
CheckOne downloads the Active Taxpayer Lists as published by the Federal Board of Revenue, records each file's publication date, fetch time and SHA-256 hash, and matches the payee by identifier only (NTN or CNIC, normalised). Each check writes an append-only record that cannot be modified or deleted by any user or operator. "Status on a date" refers to the latest stored FBR file of each source published on or before that date. The record establishes membership in that file, not continuous confirmation through the payment time. This pack was generated from those records; re-running the same records produces an identical result.
